Here’s the thing about Mithril that trips up a lot of players: you cannot mine it like a normal ore. No amount of digging at the right Y level in Zone 2 or Zone 3 will produce Mithril, because the game’s worldgen files don’t place it there at all.

Mithril is an instance ore, tied exclusively to Portal Dungeons. If you’ve been searching the overworld for it, that explains the frustrating lack of results.
